In order to ensure effective construction supervision, high-quality project management, rational use of funds, control over quantitative and qualitative performance indicators and their documentary support, construction customers engage independent technical supervision service providers and consulting engineers. First of all, this applies to customers who do not have their own customer service and certified specialists with relevant knowledge and skills.
The provision of such services is also relevant when carrying out current repairs.
To an appeal of the following content:
“The Solonkiv village council acts as the customer for restoration works and operational maintenance of the streets of the settlement. In order to ensure effective supervision of the rational spending of budget funds, quantitative and qualitative performance indicators, as well as their documentary support, the customer intends to engage independent providers of technical supervision and engineering consulting services, because the customer does not have certified specialists who have relevant knowledge and skills.
In accordance with clause 4.32 of the Estimated Standards of Ukraine “Guidelines for Determining the Cost of Construction”, which are mandatory for determining the cost of construction of objects constructed with the involvement of budget funds, funds are included in separate lines in Chapter 10 “Maintenance of customer service and engineering services” for the implementation of technical supervision and the provision of consulting engineer services under the contract for the provision of engineering consulting services.
Performing restoration work and operational maintenance of the streets of the settlement actually falls under the definition of “current repair”.
At the same time, the current legislation does not establish any restrictions on the possibility of involvement by customers – managers of budget funds of executors of engineering consulting services and technical supervision services for the implementation of ongoing repair projects.
In view of the above, we ask you to provide an explanation regarding the procedure for involving the customer in the implementation of the project for the ongoing repair of the executors of engineering consulting services and technical supervision services, as well as the inclusion of funds to cover the relevant costs in the estimated part of the project documentation.
